1744 - "File exists" error should hint at moderation

The "file with the same name already exists" error that people get when re-uploading a file should say that the file may in fact be held in the moderation queue where the user can't see it.

(There were two authors this week who thought the system was broken as a result of the error on projects that had no files.)

This also is related to this ticket which is about the "Files" tab being missing when you first create a project.
