173 - Zip timestamps all wrong

Timestamps are being set to the time of push.  Example:
http://wow.curseforge.com/projects/tourguide/files/

The mass majority of my tags are annotated tags, the timestamp for the tag should be used, not the date the tag was pushed.  For non-anno tags, the referenced commit's timestamp should be used.
