1572 - Allow accepting files along with project

The moderation queue already displays the file count for each pending project. It would be nice if there was a moderation option to also accept the files, either by a tick box in that column or by a new moderation status "Normal (and files too)".

Reasoning: I tend to look at the files submitted before accepting the project, to check if it is a nontrivial addon and has no obvious flaws (or, in the case of blatant ripoffs, leftover copyright comments). So I have already checked that the file is okay.

Easy fix: Moderate projects first.

I'm on the fence about this... I think it's a decent idea, but also we have projects which are just planning.

Because of the way the system has been setup, I've changed my workflow to just look at projects, and deal with files separate.
