1499 - Allow entire localization language be marked as needs review

What is the enhancement in mind? How should it look and feel?
Just a simple option to be able to mark an entire language as needing review. It's useful for example if you've just imported a full table of possibly outdated translations or you suspect shenanigans in the entire language.

Please provide any additional information below.

Please also allow the reverse: Flagging the language's strings to NOT be in need of review. Edit: Here's my previous ticket on the matter.
