1456 - @externals@ keyword substitution

What is the enhancement in mind? How should it look and feel?
add @externals@ keyword for use in .toc files
replace keyword with paths to libraries files

Please provide any additional information below.

I'm not sure how to get proper file names ... thats up to you guys ;)

    There is almost no way for the packager to guess the file to be loaded.

    lib.xml, embeds.xml, name of the external with .lua or .toc appended or every .lua files ?
