128 - Mark as outdated/archived on a project, admin option

Add a way for admins to mark a project as outdated/archived. Make it synd with Curse.com too.

Status: Fixed - Developer made requested changes. QA should verify.
Type: Enhancement - A change which is intended to better the project in some way
Priority: Critical - Must resolve in the specified milestone.
