1186 - Incorrect links to comments in Subscription Update email

What steps will reproduce the problem?
1. Subscribe to comment update emails for a project.
2. Change the delivery schedule to daily or weekly.
3. Wait for an update email with multiple comments.

What is the expected output? What do you see instead?
I expect each comment link to link directly to that comment. However, it seems that every comment link uses the URL for the last comment in the email.

At what time and date (year, month, day) did you get this bug? (Include your timezone)
2009-02-26 7:00 PM EST was when the email was sent.
