1040 - SVN connection timeout

What is the issue?
I get a timeout when connecting to any curseforge repository url through SVN

Please provide any additional information below.
I have tried this with 3 different svn clients and receive a timeout each time.  However I can ping the server and it is visible.

Edit:
I have attempted to connect via SSH + Tortoise SVN and things seem to work ok.  I still cannot connect without SSH though
