267 - Missing libraries with "nolib"-versions

Description
When changing an addon to "Install libraries separately" (or all of them via options), the client will recognize that the latest version is now "r###-nolib" but two things are wrong:
1. It doesn't automatically update the addon (seeing as the latest version no longer fits with the install version it should want to update)
2. It does not install the libraries, even when updated manually and the client recognizes that it downloaded a nolib version.
Steps to Reproduce
Install an addon (that is using libraries obviously) while not using "Install libraries separately".
Then change it to "install libraries separately" and the bugs described in the bug description shows.
